To get Dodger you have to find Playful Vulpin in Ardenweald,
it will make an action on which you'll have to reply with emote in chat.
After each successful interaction it will despawn and you'll have to find him again
until you make him your pet (Dodger) - 5 times in total.
To find Playful Vulpin you have to search around the critters of the same type,
it spawns near Vulpins in the Ardenweald: Timber Kit, Verdant Kit,
Child of Mischief, Grove Kit, Glimmerfur Kit, Ridge Kit...
To make it easier make a macros:
/tar Playful Vulpin
/run SetRaidTarget("target", 1)

Playful Vulpin can be got by locating Playful Vulpin in Bastion.

Location: Multiple
Rare Item : Dodger
Criteria of: Treasures of Ardenweald

General:

Progress you do with the mob doesnt reset if you get disconnect.
Progress you do with the mob doesnt reset if you exit the game manually.
Progress you do with the mob will be kept for a while - at least for few days but might be for longer (even forever).

Needs some one to confirm if the mob you see can be seen by another player as well and if yes does the mob act the same for both players or different depending on player's progress with it.

This is a very tricky one to obtain. You shoul find Playful Vulpin five times in Ardenweald and react to its emotions.
The trouble is it has no fixed respawn spot and respawns at random spot near different vulpins.
When you found it - check which action it does and reply by typing into chat correct one.
After that it will despawn and you have to check respawn spots again until you found it five times in total.
It seems it makes his actions in fixed order, so it has to be in the following:

Playful Vulpin begins to dig curiously - type /curious
Playful Vulpin wanders around unable to sit still - type /sit
Playful Vulpin sings all alone - type /sing
Playful Vulpin dances with joy - type /dance
Playful Vulpin sits down lonely and sad - type /pet

Use macro to track it - marks a mob, sends message into the chat and runs sound play.

What to do if the playful vulpin run away? Come back tomorrow?

A couple key notes. The spawns themselves are fairly rare, but occasionally I have found 2-3 in a row (so definitely keep checking after you find one). You can cage Dodger and sell him/give him away. So far I have been unsuccessful at locating another Playful Vulpin after I captured Dodger for the first time, so it doesn't appear to be repeatable on a single character. Will update if I find any other info.

I managed to get this pet in like an hour today. At 4 am tho.
I was checking all the spawns over and over again, and it seemed like he's respawning on a different spot right after disappearing (caused by emoting him) from the previuos one.
I am pretty sure he did not appear in the same spot twice during that.
Aaand sometimes it took him a moment to show the emote.

I hesitate to suggest killing all of the peaceful foxes in Ardenweald, but it does look like they occupy/denote the spawn points for the Playful Vulpin.

Anyone know of a way/ macro to check if the emote took? I did the emote at him multiple times and he never ran away

Zone: Ardenweald
Treasures of Ardenweald --> Playful Vulpin Befriended

Playful Vulpin Befriended is part of the achievement Treasures of Ardenweald. To be able to complete this, a Playful Vulpin must be found in the Ardenweald. You have to perform 5 different interactions with him. The problem is, he disappears after each emotion and you have to search for him again.

It's best to make a macro, that makes the search easier:
/cleartarget
/tar Playful Vulpin
Here are the actions that need to be performed: for example, if the chat says Playful Vulpin begins to dig curiously, then type into the chat /curious or use the related emote.
1. - begins to dig curiously = /curious
2. - wanders around unable to sit still = /sit
3. - sings all alone = /sing
4. - dances with joy = /dance
5. - sits down lonely and sad = /pet
One other little note:
- keep Playful Vulpin in focus when doing the emote.
- It is best to dismount from the mount. But for me it also worked when I was sitting on the mount.

After the last action the playful Vulpin jumps into your arms and you get the Dodger = Dodger.

Pulling information from existing helpful comments (thanks to all those who found this info), here are the macros I used to quickly pick up my very own Dodger.

First, a macro to put the most relevant TomTom waypoints on the map for possible locations of the Playful Vulpin.
/way 72.4 31.6

Second, a macro which targets Playful Vulpin, plays a bell sound to notify you that it is close, and ~PERFORMS THE CORRECT EMOTE~ based on your current progress. Just make sure you get close enough to it when you spam this macro so that it responds to your emote.
