The question mark on the map is slightly deceiving, the NPC is in fact down inside a tunnel. The entrance is at 59 , 65. After you enter, go down the stairs, make a right and continue down, then go left in the first hallway.

This quest gives a great opportunity for gaining rep with a bodyguard garrison follower. An endless stream of enemies rushing at the NPC you need to get to. They're easy to kill and each one gives your follower 10 rep. So that racks up rep pretty quick. They keep on coming even when you've handed the quest in (probably when you don't even have the quest too).
I kept killing them til I got bored and ended up with about 6k more rep on my follower. Might check back later and do it again. :)

Accept Powering the Defenses from Vindicator Kaluud at coords 55.6, 67.8.

1. Powering the Defenses - (Video) - Travel northwest, along the paved path, to coords 58.6, 65.0.
• Go down the steps to 51.1, 29.1, into the Tomb of Lights, and take the passageway on the left, continuing to coords 68.7, 19.7, where you will turn in this quest to Soulbinder Tuulani, accepting We Must Construct Additional Pylons.
• Exit the room to go into the main passageway and accept the quest Nightmare in the Tomb, from Yuuri at coords 52.3, 38.1.

2. We Must Construct Additional Pylons - (Video) - Enter the room across the hall from where Soulbinder Tuulani was located at coords 45.9, 35.9.
• While proceeding through this room, pick up 6 Arkonite Crystal.
• Continue to the end of the room and click on the Arkonite Pylon at coords 32.0, 48.4.

Nightmare in the Tomb - Exit the room and take a right to travel down the stairs (coords: 53.2, 38.6).
• Defeat Tagar Spinebreaker, located at coords 61.6, 67.8

NOTE: If there are any additional Arkonite Crystal, that you need for the quest, they can be looted while you make your way to complete Nightmare in the Tomb.

Exit the Tomb of Lights, and turn in Nightmare in the Tomb to Exarch Maladaar at coords 55.6, 67.7, and We Must Construct Additional Pylons to Soulbinder Tuulani at coords 65.1, 67.4.

Each of the mobs that come streaming through the portals can be pickpocketed for about 40-50s on average plus the special pickpocket items.

Powering the Defenses

Find Soulbinder Tuulani in the Tomb of Lights.

Description

What few soulpriests we don't have on the front lines are working fervently to maintain Auchindoun's defenses. They aren't going to be able to keep it up much longer alone.

Soulbinder Tuulani went inside the nearby Tomb of Lights to retrieve a backup power pylon and hasn't returned. I need you to find her and get her and the pylon back here safely.
